PURPOSE:

To establish a policy to eliminate a potential fire hazard to students, faculty, staff and guests occupying University owned or operated facilities.

Torchiere Style Halogen Lamps have been identified as a potential fire hazard by the Consumer Product Safety Commission and other organizations due to the high operating temperature of the halogen bulb. Combustible materials located in proximity to the lamp can be readily ignited by these high temperatures. This policy does not apply to desk style task lighting.

POLICY:

The use of Torchiere Style Halogen Lamps is prohibited in all University facilities.

APPLICABILITY:

This policy shall apply to all Pennsylvania State University owned or operated facilities.

DEFINITIONS:

Torchiere Style Halogen Lamp: A floor standing lamp that projects light upward from a quartz-halogen bulb located in a cup-like fixture.

Residential Occupancies: Any structure where individuals live or sleeping accommodations are provided.

ENFORCEMENT:

The success of this policy depends upon obtaining and maintaining the cooperation of all University employees and students. It is the responsibility of all members of the Penn State community to observe this policy. Each University member is responsible for monitoring compliance with this policy at his / her level of involvement in the University community.

Residential Occupancies: The Offices of Residential Life and Housing are responsible for the enforcement of this policy as it relates to residence halls and apartments.
